Strengthening Stability, Justice, and Democratic Institutions
Peace, security, and good governance are essential foundations for sustainable development. Through the PACTE Initiative (2025–2030), the Organisation of African, Caribbean and Pacific States (OACPS) works collaboratively with its 79 Member States and partners to prevent conflict, strengthen democratic institutions, uphold the rule of law, and promote inclusive governance.
In an era of geopolitical uncertainty, declining development assistance, and democratic fragility, the OACPS is reinforcing its role as a trusted multilateral platform for dialogue, cooperation, and collective action.
Our Strategic Focus
Electoral Integrity & Participation
Credible elections are central to democratic legitimacy. Under PACTE, the OACPS:
- Institutionalises Electoral Support and Observation Missions
- Deploys trained observers before, during, and after elections
- Provides pre- and post-election technical assistance to Member States
- Works with partners to align electoral processes with international standards of transparency and fairness
Rule of Law & Democratic Governance
Strong institutions and accountable governance are prerequisites for long-term peace. The OACPS works to:
- Uphold human rights, democracy, and the rule of law
- Strengthen judicial, parliamentary, and oversight institutions
- Protect civic space and inclusive political participation
- Encourage transparent, responsive, and accountable public institutions
Peace & Security
The OACPS supports regional and national efforts to prevent conflict and enhance stability by:
- Promoting conflict prevention, mediation, and early warning mechanisms
- Strengthening cooperation with regional organisations such as the African Union, CARICOM, and Pacific regional bodies
- Supporting peaceful dialogue and information exchange across regions
- Addressing emerging security risks that threaten social cohesion and development
