Department of Global Operations

The Department of Global Operations provides strategic oversight and operational support across Human Resources, Administration, Finance and Accounting, Conference Services, and ICT functions. It ensures the effective management of people, financial resources, systems, and infrastructure that enable the organisation to deliver its mandate efficiently and sustainably.

The department plays a central role in strengthening governance, optimising internal processes, and ensuring compliance with legal and regulatory requirements. Through integrated planning, performance management, and robust support services, it enhances organisational effectiveness, accountability, and service delivery.

Department of Policies and Programmes

The Department of Policies and Programmes at the OACPS Secretariat serves as a central hub for implementing the organisation’s strategic vision across its 79 Member States. By coordinating specialised units, the department drives the transition toward sustainable and self-reliant development through three primary pillars:

  1. Climate Resilience Unit: This unit coordinates the Secretariat’s activities in the area of sustainable development with a focus on food security and climate change,to equipg Member States—particularly Small Island Developing States (SIDS) and Landlocked Developing Countries (LLDCs)—to tackle the existential threats of climate change by mainstreaming adaptation and mitigation strategies into national policies.

  2. Economics and Trade Unit: Promotes the equitable integration of OACPS economies into the global market. It focuses on enhancing value chains, supporting micro, small, and medium enterprises (MSMEs), customs cooperation, and navigating complex international trade negotiations, including the WTO.

  3. Government and Public Policy Unit: Manages the implementation of international partnerships such as the OACPS-EU Samoa Agreement, in the areas of human development. Part of its mission is fostering good governance, transparency, and effective public administration to create a stable environment for inclusive growth.
