1. Vision and Purpose

The Digital Transformation Strategy of the Organisation of African, Caribbean and Pacific States (OACPS) is a core enabler of the PACTE Initiative (2025–2030). It positions digital transformation not as a standalone technology agenda, but as a strategic instrument to modernise institutions, empower Member States, enhance cooperation, and amplify development impact across Africa, the Caribbean, and the Pacific.
Our vision is to establish the OACPS as a digitally enabled, agile, and accountable multilateral institution, capable of delivering coordinated action across priority sectors and providing Member States with modern tools to navigate an increasingly complex global environment.
2. Strategic Alignment with PACTE

Modernize the OACPS Secretariat through integrated digital systems and data-driven management.
Digital Capacity Building for Member States
Strengthen Member States’ capacities using digital platforms for policy support, learning, and cooperation.
Transparency, Accountability & Performance Monitoring
Enhance transparency, accountability, and monitoring of commitments under the Samoa Agreement and PACTE.
Regional & South–South Digital Connectivity
Improve regional and cross-regional connectivity, enabling South–South knowledge exchange.
Inclusive Digital Engagement & Service Delivery
Engage citizens, partners, and stakeholders through accessible, thematic, and region-focused digital services.
4. Priority Digital Transformation Pillars
Pillar 2: Digital Platforms for Economic Transformation and Trade
Supporting PACTE Pillar II, OACPS will establish:
- A South–South Digital Research Hub for trade, industrialisation, and development policy.
- Digital knowledge repositories hosting policy briefs, datasets, and comparative studies.
- Online technical assistance tools for Ministries of Trade, Industry, Agriculture, and Mining.
- Trade intelligence dashboards covering value chains, critical raw materials, and digital trade.
Impact: Evidence-based policymaking and stronger negotiating capacity for Member States.
Pillar 1: Digital Governance and Institutional Modernisation
Aligned with PACTE’s Secretariat Modernisation Framework, OACPS will deploy:
- A Digital Secretariat Platform, integrating:
- Strategic planning
- Monitoring, Evaluation and Learning (MEL)
- Decision tracking for Summit, Council, and Committee of Ambassadors
- Electronic document and records management
- Digitised archives and workflows to ensure continuity, institutional memory, and resilience.
- Secure cloud-based collaboration tools for staff and Member State focal points.
Impact: Faster decision implementation, reduced silos, and improved institutional accountability.
Pillar 4: Digital Democracy, Governance, and Elections
Aligned with PACTE Pillar IV, OACPS will deploy:
- Digital platforms supporting the OACPS Parliamentary Assembly.
- Election observation management systems (deployment, reporting, follow-up).
- Transparency and accountability tools for democratic governance initiatives.
- Secure information-sharing with regional and international partners.
Impact: Strengthened democratic institutions and credible electoral processes.
Pillar 3: Digital Climate Action and Resilience Systems
In line with PACTE Pillar III, digital tools will support:
- Climate data platforms for adaptation planning and resilience monitoring.
- Digital pipelines for climate finance proposals (GCF, Adaptation Fund).
- Peer-learning portals for climate authorities across OACPS regions.
- Integration of climate indicators across all OACPS programmes.
Impact: Improved access to climate finance and more resilient development pathways.
Pillar 5: Digital Engagement, Visibility, and Public Access
To ensure impact visibility and accessibility:
- The OACPS website will serve as a digital gateway where visitors:
- Explore initiatives by region (Africa, Caribbean, Pacific)
- Navigate programmes by theme (trade, climate, governance, democracy, institutional reform)
- Access reports, dashboards, and success stories
- Interactive maps and dashboards showcasing PACTE initiatives and outcomes.
- Digital storytelling highlighting Member State experiences and South–South cooperation.
Impact: Increased transparency, donor confidence, and citizen engagement.
5. Cybersecurity, Data Protection, and Digital Ethics
Digital transformation will be underpinned by:
- Robust cybersecurity and access control frameworks.
- Data protection and privacy safeguards aligned with international standards.
- Ethical digital conduct guided by institutional netiquette and professional standards.
- Business continuity and disaster recovery mechanisms.
These measures ensure trust, resilience, and compliance across all digital systems.
6. Implementation Approach
Phased Delivery
Digital transformation will be underpinned by:
- 2025–2026: Core systems deployment, digitisation of priority processes.
- 2026–2028: Expansion to Member State platforms, analytics, and dashboards.
- 2028–2030: Optimisation, integration, and sustainability.
Governance
- Digital Transformation Steering is embedded within the PACTE governance framework.
- Close coordination with thematic leads across all pillars.
- Regular reporting to governing bodies.
7. Expected Results
By 2030, OACPS will have:
- A fully digitised, efficient, and transparent Secretariat.
- Enhanced Member State access to data, expertise, and technical support.
- Measurable progress tracking of the Samoa Agreement and PACTE commitments.
- A public-facing digital ecosystem showcasing OACPS impact across regions and themes.
